Program Description
Funded by : Ministry of Health; Period : July – September 2019; Location: Jakarta, Indonesia
Tesaputra was asked to formulate the concept of institutional reform which includes: organizational design, organizational structure and business processes. The three were formulated specifically in order to sharpen the work direction of the Ministry of Health to achieve the SDGs and RPJMN targets in the health sector.
This study includes the following activities:
- Internal meetings and discussions of the Legal and Organizational Bureau for data processing, discussion and drafting of concepts as well as the formulation of various study outputs, including the preparation of FGDs and workshops to be conducted
- Study, analysis and writing carried out independently by each member of the implementing team based on the division of tasks determined through the discussion forum/previous meeting
- Visits to several organizational units to collect data or information, in the form of data collection, interviews or limited discussions
- Activities of several FGDs with tentative themes:
- Discussion of the organizational scope of the Ministry of Health on issues: stunting, maternal and child health, productive age health, health promotion and prevention efforts, community empowerment and others
- Discussion of main/core processes, supporting processes and other processes/strategic management within the Ministry of Health organization
- Discussion of the sub processes of each main/core process, supporting processes and other processes/strategic management
- Consultation in the form of meetings of 2 (two) parties between the Legal Bureau and the Ministry of Health Organization with related partners from the Ministry of PAN and RB
- Workshop to discuss the draft of the Ministry of Health’s business process map
