Technical Assistance and Mentoring Services for the Institutional Establishment of Permanent Procurement Service Units (PSUs) is program funded by Millennium Challenge Account – Indonesia from the MCC (Millennium Challenge Account) with budget of USD 600 Million of which USD 50 Million is dedicated for procurement reform in Indonesia. LKPP is the executing agency of the procurement reform/modernization program.
The program aims to establish permanent procurement services units in 6 Ministries, 1 University, and 37 local governments, and to develop and implement legal protections in 1 Ministry and 9 local governments
This technical assistance and mentoring program cover 9 (nine) main activities :
- Baseline Assessment on current status of the establishment of permanent PSU in 29 pilots
- Facilitate workshops and FGDs on the establishment of permanent PSUs and legal protection
- Provide intense on-site mentoring in each pilot to facilitate and accelerate the establishment of permanent PSU in 44 pilot PSUs throughout Indonesia (including sub national governments, State Universities, Ministries and State Agencies)
- Designing policy papers, academic paper and draft of Ministry Regulation and Perda on the establishment of Procurement Service Unit
- Designing concept of procurement analysis and strategy for development
- Designing concept of legal protection for procurement personnel
- Conducting intensive mentoring to 10 pilots for legal protection development including developing code of ethics, standard operation procedures for procurement and management, SOP of complaint handling and media handling, MSS, and capacity building
- Provide report on case studies that demonstrate leading practices and lessons learned in establishing permanent PSUs
- Provide models and lessons learned of legal protection in Ministry and sub national government in Indonesia

- Book 2 Guidelines of Legal Protection
- Book 3 Mentoring Report Legal Protection
- Academic Paper for PSU permanents (pilots)
- Policy paper for permanent PSU establishment in Ministry/Institution/Agency (K/L/I)
- 10 documents of procurement code of ethics
- 10 documents of SOP legal protection (SOP on Preparation of Public Procurement Plan (RUP), SOP on RPP Review, SOP on Preparation of the Procurement Documents, SOP on Evaluation, SOP on Objection handling, SOP on Failed auction / re-auction, SOP on Documents archiving, SOP on Public complaints handling, SOP on Media coverage handling, SOP on handling APH Call, SOP on handling PBJ personnel are undergoing the process of law enforcement
- 10 documents of MoU with APH (Aparat Penegak Hukum)
