West Bandung Regency needs to develop a strategy/roadmap as a grand plan that provides a place for all the efforts needed to reform government governance and institutions.

The scope of this activity is:

• Determine the ideal institutional concept that will be the direction of bureaucratic reform
• Conduct a gap analysis between the ideal concept and current conditions
• Develop bureaucratic reform needs and strategies for fulfilling them
• Develop a strategy, roadmap and action plan for bureaucratic reform in West Bandung Regency
