Duration 26/05/2011 to 31/05/2013, 24 months program, 174 man months,

Project locations: 90 SMKN (vocational schools), 87 districts of 33 provinces throughout Indonesia

The Directorate of Technical and Vocational Education (DTVE) Ministry of Education and Culture (MoEC) through ADB Loan No 2614-INO has developed 90 Model Vocational Schools in the International level called SMK Invest and 230 Vocational Schools (VS’s) Alliances (SMK Aliansi) located in 87 districts of 33 provinces throughout Indonesia. The aim is intended to producing skill workers and widening the graduates’ opportunity for the international level of job market. The Model Vocational School is expected to be able to develop 230 Vocational Schools Alliance and be the benchmark for other vocational secondary schools (SMK) in its region.

In developing SMK Invest, DTVE MoEC referring to 4 (four) core outputs refocuses vocational

school Management especially SMK Invest by business approach, strengthened school-industry linkages, improved learning teaching quality, and enhanced entrepreneurship.  These four core outputs are described in the achievement indicators stated in School Business Plan (SBP) of all 90 SMK model.

Monitoring, Evaluation and Survey (MES) are intended to ensure that benefit, impact, outcome, and output of SMK SBI INVEST project can be fulfilled in accordance with the regulation and procedure. This is indicated in the achievement of milestone and success indicator that refers to Design and Monitoring Framework (DMF) containing the design (impact, outcome and 4 core outputs), achievement indicator, resource data or reporting mechanism, and risk assumption. MES  activity  is  accomplished  in  three  inter-related  activities;  (i)  internal  progress  and performance monitoring, (ii) external program and financial management compliance monitoring and (iii) external benefit and impact evaluation. However, the consultant activity of Monitoring, Evaluation and Survey is confined to work on internal progress and performance monitoring; and on external program and financial Management compliance monitoring.

The program is conducted through stages of activities, i.e.

  • Formulating the concept, system design and M&E procedure for internal and external monitoring
  • Completing project activity and performance indicator of School Business Plan
  • Developing M&E indicator and instruments
  • Developing computer based Program Management Information System (PMIS) that accommodates data base of performance achievement of all 90 SMK Model through 7 (seven) surveys and analysis
  • Making a manual about the procedure to apply by the vocational school model and the surveyor during the process of data collection, review and performance evaluation, and output Management
  • Developing the procedure of data collection and analysis according to performance indicator and system requirement

  • Developing and preparing the data used to identify the activity and impact of the project towards the program of women development referring to  gender action plan
  • Developing a survey design
  • Conducting baseline and periodic monitoring and evaluation survey on project accomplishment (1 baseline survey, 5 periodic surveys and 1 final survey) to 90 SMK Model in 33 provinces nationwide in 24 months.
  • The survey focuses on assessing the progress and achievement of 7 (seven) main indicators of Civil Works (renovations or building new premises), Equipments (its procurement and use), TLM (Teaching Learning Materials), PWI (Partnership with Industry), EE (Enhancement Entrepreneurship), AAC (Assessment and Curriculum), and HRD (Human Resource Development)

  • The surveys aims to analyse the achievement level of program and activity implementation based on plan in  SBP; compliance between implementation report submitted through internal monitoring and supporting document of the implemented activity and program; achievement level of  realized budget as the planned schedule; compliance of financial expenditure to effective regulation on financial management
  • Conducting financial monitoring to 90 SMK Models to emphasize for the Management compliance along with the finance and program Management  (fiduciary control) towards grants SBP
  • Conducting capacity building for 90 SMK model principals, 90 school committees, 90 IT specialist from 90 SMK models in 33 provinces
  • Conducting e-MIS and f-MIS capacity building to 180 school teachers from 90 SMK Models
  • Preparing  action plan and recommendation as the follow up from M&E result
  • Writing profile of each SMK Model (90 SMK Model profiles) based on data, analysis, and achievement through 7 surveys.

  • FormulatingWhat Works publication containing best practices from each SMK Model (90 What Works) in relation to Civil Works, Equipments, TLM (Teaching Learning Materials), PWI (Partnership with Industry), EE (Enhancement Entrepreneurship), AAC (Assessment and Curriculum), and HRD (Human Resource Development) as implemented based on SBP (School Business Plan). This is intended for wider replication nationwide.
  • Produce leaflet and booklet of profiles and What Works publication
  • All the above activities are undertaken through diverse methods of FGDs, informal discussions, stakeholders’ consultancy, workshops, presentation and technical assistance.
  • Writing document, instrument, material and report for every program implementation in both English and Indonesian language either in softcopy or hardcopy.
