Project Management Consultant (PMC) for Project Management Unit (PMU) – ADB Loan 3749 – INO, Advanced Knowledge and Skills for Sustainable Growth Project [Funded by: Asian Development Bank (ADB)]

Funded by: Asian Development Bank (ADB)  From October 2019 – March 2025

The consortium led by PT Tesaputra was appointed as Project Management Consultant (PMC) to support the Project Management Unit (PMU). PMU is in charge of managing programs implemented at 4 state universities (UPI, UNJA, UNRI and UNIMAL).

PMC assists PMU in managing the AKSI project at 4 universities, namely: (1) Malikussaleh University (UNIMAL)  –  Aceh,  (2)  Indonesian Education  University  (UPI)  –  Bandung,  (3)  Riau University (UNRI) – Riau, and (4 ) Jambi University (UNJA) – Jambi. In general, the scope of PMC core tasks are: (i) planning, administration and management of the AKSI project, (ii) technical and management advice to the PMU and PIUs, (iii) ensuring compliance of the project implementation to the ADB procurement policies including safeguards, guidelines, requirements, and relevant government regulations, (iv) monitoring, (v) evaluation, and (vi) reporting

In more detail, the PMC tasks are:

  • Assist the PMU in day to day project management and coordination with the respective projects in the universities
  • Review the submitted project related documents from each PIU of the University (4 PIUs – UPI, UNIMAL, UNJA, UNRI) and ensure that the documents fully meet with the requirements and are complied with ADB guidelines prior to further submission to the respective stakeholder.
  • Review bid evaluation and consultant selection reports, prior to the submission to ADB
  • Prepare and maintain the Project Master Schedule for overall AKSI project implementation;
  • Based on the available S Curve of the respective projects, prepare annual budget allocation planning on a timely manner in accordance with the government’s budgeting cycle.
  • Prepare consolidated contract awards and disbursement projections;
  • Establish and maintain a GIS-based project performance monitoring system (PPMS), to monitor progress of the respective project at the universities, including: physical, financial, permits, project source of the funds, and regularly update of the project cost.
  • Support the PMU to ensure that the provision of funds from all financing resources are provided timely.
  • Maintain the implementation of the environmental management plan (EMP), and support development of updates of Initial Environmental Evaluation (IEE), including the EMP, if and when required. Provide advices on any environmental safeguards compliance issues related to the project implementation.
  • Ensure that the gender action plan is implemented in the respective projects, and prepare gender implementation reports
  • Prepare monthly and quarterly progress reports; prepare bi-annual environmental safeguards monitoring report
  • Establish website for AKSI activities and update regularly
  • Organize on the job training to PIU staff and the university assigned staff during all phases of the project, as directed by the PMU
  • Support PMU in preparing and organizing meeting with PIUs, PMSCs, and other stakeholders as needed
  • Provide technical supports to PMU and PIUs for procurement, engineering, management, monitoring & evaluation
  • Prepare draft consolidated financial reports for external auditing purposes
  • Ensure that all loan and projects covenants are fully complied
  • Closely monitor the implementation of in-country and overseas training to be conducted by each university, under the AKSI program, and
  • Assist PMU in preparation of final Project Completion Report (PCR)
  • The types of civil works in the 4 universities cover : 16 civil works in UNIMAL, 12 civil works in UNJA, 10 civil works in UNRI, and 7 civil works in UPI, The civil works the construction of lecture buildings, office buildings, creative centre building, auditorium, green house, special buildings for medical faculties, laboratories, landscape, drainage system, roads and others.
  • The AKSI project also provides capacity buillding including training, international training., seminars, publications, workshops, focus group discusssion.
