Institutional Development Plan (IDP) BPKP – STAR IDP, ADB Loan No. 2127 INO, 2009 (Funded by ADB – BPKP)

Funded by ADB – BPKP; Duration : 30/12/2009 to  30/06/2010; Location : Jakarta and Nationwide

In response to the enactment of PP 60/2008 with new mandate of BPKP as auditor and oversight, BPKP develops its institution through this IDP project. The project aims at improving the capacity of BPKP system and organization to implement its new mandate.  One of the main project scopes of work is to enhance BPKP Strategic Plan year 2010 – 2014 by incorporating Monitoring and Evaluation technique of what the existing condition faced by BPKP, expectations and idealism versus the demand of other Ministries and Agencies to the new BPKP.

The detailed work deliverables are:

• Enhancing BPKP Strategic Plan year 2010 – 2014 in response to PP 60/2008
• Enhancing the organizational structure of echelon II below
• Developing recruitment model and human resource development plan
• Formulating the Strategy of Control Policy that represents a cross-sectoral mandate from the Ministry of Finance based on BUN and  President in accordance with Article 49 Regulation 60/2008. This will result in draft of Presidential Regulation on Internal Control Policy National level from 2010 to 2014.
• Formulation of draft Presidential Regulation on Implementation of policy on across sectoral programs
• The formulation of draft MoHA regulation stipulating that each local government must hold SPIP oversighed by BPKP

       The program is conducted through stages of activities, i.e.

• Mobilization and detailing action plan of 6 months project
• Coordination internally and externally with technical team and counterpart
• Undertaking several FGDs, workshops and seminars attended by diverse stakeholders from BPKP and other related Ministries
• Conducting surveys to 8 location with many different topics
• Implementing monitoring and evaluation activities
• Writing progress reports, activity reports and final report
