Implementation of competency based training to employees in Ministry of Trading Morelink – TAFE Australia (Funded by : Multi Donor Facility for Trade and Investment Climate (MDFTIC), Ministry of Trade)

Through funding support from the Multi Donor Facility for Trade and Investment Climate (MDFTIC) – World Bank, Education and Training Center of Ministry of Trade intends to continue the program in the form of training for competency-based training management and assessment. This is undertaken to provide theoretical as well as practical based skills to improve the competencies of training centre personnel and trainers in conducting competence based training and assessment.
The purpose of this training for competence based training management and assessment are:
- To enhance and develop knowledge and competence of Ministry of Trade trainers and facilitators in managing competence based training, formulating competence based module and competence based assessment.
- To improve the quality of the existing mechanism of training, competence based modules, & training assessment as a manual or reference for trainers and facilitators of Ministry of Trade Training centre
Phase I: Training Preparation
This phase consists of setting training objectives, the determination of participants who carried out through education and training needs analysis, translation, development and adjustment module, costing, determination and place schedules, and identification of training providers that have qualified for designation.
Phase II: Training Implementation
The first training discusses about the learning environment and the process of training need analysis. After that, there was a break for one or two weeks. The second training began with the design, unit development, facilitation of learning more on training need analysis, then another break for one or two weeks. The third training discusses about the assessment. In each break between the first, second and third training, participants are required to make the task of assessment of lessons learned at the previous training. Those tasks must be completed and collected on the next training.
Phase III: Trainee Assessment and Evaluation of Training Organization Attainment of each participant through out the process was measured on this phase, either in the form of portfolio assessment, written assignments, and practical teaching and assessment. Training related information obtained from participants, organizers, training providers and the trainer / facilitator using appropriate instruments and methods. The purpose of this evaluation is measuring participant reactions, learning, and output.
