This is a 36 (thirty six) months ADB funded project. The aim of the project is to enhance the capacity of local government in the aspect of system, organization and individuals in accordance with CBAP (Capacity Building Action Plan) which is locally based needs formulated and gender responsive. The project actively involves diverse stakeholders from CPMO, core team, field team, service provider, management team, PIU, expert team for each activity, and employees of the local government.
The program aims to enhance the capacity of local government so as
- to provide more efficient, effective and excellent delivery and maintenance of public services and facilities in accordance with minimum service standards of the Government of Indonesia i.e. education, health, infrastructure, and the 11 obligatory functions of Local Governments
- to promote more equitable economic development
- to implement poverty reduction programs
- to maintain sustainable local capacity building programs
- to facilitate and empower local government strategies and Capacity Building Action Plans [CBAP] to support sustainable institutional capacity building
- to facilitate local government for get adequate staff capacity in key areas of activity to meet the demands of decentralized government
- to ensure and implement training systems, quality control and core curricula which meet the needs of decentralized local government
- to manage financial and management systems to ensure sustainable capacity building
- to implement gender mainstreaming strategy to realize the potential productivity gains of gender equity policies
- to facilitate local government to have key supporting policies and actions to enable institutionalization of good governance practices
The program starts with a baseline survey of local government to determine the current status of Minimum Service Standard Achievement on Public Services and community satisfactory on the services. The survey was conducted to local government employees and to community as users. The baseline report provides a baseline against which the district can measure its progress, and update its CBAP as required. Based on the baseline survey result, the Local government PIU assisted by consultant team updates the CBAP activities as an effort of intervention to the existing gaps. At the month 33, another survey of public satisfaction and audit of local government employees’ capacity are undertaken. This aims to assess the impact of the intervention through CBAP execution on the baseline condition.
There are six different types of CBAP activities undertaken successfully within 36 months period, including (i) conducting baseline surveys and audit to local governments capacity and public satisfaction, (ii) monitoring and evaluation, (iii) undertaking 108 (a hundred eight) training activities of 54 program topics for echelon II, III and IV, (iv) formulating 9 (nine) documents/guidelines, (v) formulating draft of 3 (three) local regulations, and (vi) developing 9 (nine) computer based management information system.
The program is conducted through stages of activities, i.e.
- Conducting preparation and consolidation
- Conducting a preliminary exposure to diverse stakeholders (Walikota, Head of DPRD, SKPDsetc) to obtain similar perception and stronger commitment of local government management to the accomplishment of the capacity building programs.
- Reviewing and making detailed action plan for the implementation of 87 Capacity Building Action Plan programs within 36 months period
- Conducting survey of public satisfaction and local governments capacity audit for baseline benchmark
- Implementing 108 training activities from 54 program topics for all level of echelon (II, III and IV) and staff
- Undertaking the formulation of 9 (nine) guidebooks including the guidebook for Public Services Minimum Service Standards for local governance
- Formulating 3 draft of local regulations
- Developing 9 computer based management information system to support public management and public finance of good local governance
- Endorsing the umbrella local regulations of 9 computer based management information system, 9 guidebooks including guidebook for minimum service standard for local governance.
- Conducting monitoring and evaluation to the implementation of activities and improving the quality
- Writing inception report, progress report, activities report, annual report and final report.
- Conducting a number of FGDs, internal discussion, stakeholders consultancy, consolidation and networking
